Which country is having best democracy?
In our country also it is true democracy. Difference is that India does not deserve true democracy because 90% of population is politically and educationally too backward to decide and ascertain the true character of a political candidate or a party and hence he is swayed away by false promises and baseless speeches, or a few gifts in cash or in kind.
In other countries level of education and consciousness is better than us. Our style of campaign is very bad in which innocent voters is simply befooled and trapped and you can say hypnotized by cleaver politicians. As a matter of fact political leaders have made mockery of democracy and it will end only when politically conscious social organization come forward and bring about consciousness in rural areas and for this purpose they start door to door contacts at least a year before.
In fact we need controlled democracy meaning thereby curtailing certain rights of freedom, speech, and so on so as to prevent misuse of the same by negligible 0.1% of population. Rural mass wants essential commodities, employment and suitable infrastructure on topmost priority and they are least concerned with democracy or freedom. It is greedy leaders of political parties who create differences bases on caste, communities and religion or region. It is politicians who divide voters and rule. They provide reservation but not opportunities for rural mass. I do not understand without creation of job opportunities what the use of reservation or quotas is. But leaders always treat quota as a comfortable tool to strike their target.
Whether Manmohan singh is guided by Sonia Gandhi?
Indian people are least concerned whether Manmohan Singh is taking orders or advice from Sonia Gandhi or is acting independently at his own conscience. Important point of concern for general mass is whether their problems or the issues of national concerned are well taken into consideration and are seriously and correctly taken up by their leaders to remove their problems and safeguard the nation.
Current congress part led UPA government is taking actions but actions taken are in wrong direction and hence not providing any relief to general mass. Rural mass does not understand globalization or liberalization or nuclear deal, they understand their local issue which are never resolved by political leaders. Majority of voters do not understand the benefits of cut in repo rate or CRR or SLR or bank rate or reduction in service tax rates or cut in custom duty and excise duty. The most significant action is that which ease their burden and make their life happy. All economic steps taken by the government to prevent the bad effects of global recession or to hide the result of wrong economic policies followed by them in last five years are insignificant and futile in the eye of general mass because they are not getting any commodity cheaper or they are not getting job opportunity for their children.
Do you think that coalition government may be effective?
Only stable government can take effective steps to cure the ailing economy of the country and to provide the real relief to rural mass .Under coalition government, it is very difficult to reconcile conflicting views of various regional political parties and individuals and the entire time of the Parliament is spent in tug of war and in safeguarding their own chairs. This is why there are hardly 50 sittings in the Parliament in a year and the discussion is generally on irrelevant issues. Unfortunately important issues go without discussion and debate.
For effective and working government India needs two party system as prevalent in USA and other developed countries. For this purpose government has to amend the laws immediately to see that only those political parties can take part in national election which had got at least 20% of votes polled and similarly individuals who got less than 10% votes in last election should be debarred from contesting election for 10 years and similarly the candidate who get less than 10 votes in the present election should be fined with at least two lacs of rupees to compensate the expenses government incurred in conducting election.
The greatest disadvantage of coalition government is that there is no value of Common Minumum Progrramme (CMP) or manifesto or ideas or principles or policies. Only important thing is to survive in the government and accumulate maximum money and political power so that next election will be smooth sailing .Political leaders move in the market and discover the party or group where he can lead and good political career and they switch over their this party or love for any individual leader very frequently without any shame .In conclusion survival of leaders has assumed top priority and that of voters has be left much behind.

How to form coalition government
Every political expert or even common man understands and realizes that none of the political party or group is likely to secure majority in the forthcoming election. This election result will definitely produce fractured mandate. Undoubtedly there will be horse-trading and mad race to capture power. Political parties will not hesitate to cheat voters to capture power in the government or to capture money in lieu of support they extend to others in formation of government. Everyone in India understands that coalition government is now inevitable and hence it is very much desirable that special rules are formulated to face such critical situation and it should be made mandatory for all regional political parties to form a cohesive group or associate with some national party
Why not president of India or Chief Election Commissioner or National parties jointly decide before election how to form a National Government in case of fractured mandate? It will be wise to frame rule of game before the result is declared. During last two decades India has faced many critical situation due to coalition government and it inherent weakness and it therefore essential that proper laws are enacted to face fractured mandate without any delay so that any government does not feel handicapped while taking any step in the interest of the country.
If possible government should promulgate ordinance that only national political parties (specifically two or three having national presence and having secured at least 20% of votes polled in previous elections) can take part in national election and regional political parties can contest election at state level and only individuals without any party flag can participate in municipal level.
If any individual (or group of individuals or regional small political party) choosing to contest election for MP he must declare the name of national party he is or he would like to be associated with if he is elected by voters and he should be barred by legal provision for changing his connection with other political party after his election as MP for the full tenure of five years. Such declaration should be made mandatory in nomination papers and after votes are polled and result is declared, it should also be ascertained through nomination papers of victorious candidates as to how many MPs belong to which group.
Any group which has more than 20 to 30% of MP of total strength should be entitled to form the government and during all proceedings and voting of the Parliament only such MPs will be entitled to cast votes . Those MPs who have not declared their association or affiliation with any national parties must not be allowed to vote in the Parliament.
In this way we can ensure stability of government and stoppage of premature fall of government. MPs will be constrained to become part of national parties and adopt a disciplined path and discard the habit of changing of political party for self interest or in greed of money and power.
I propose that proportionate representation from all National Political parties be taken together to form a national government. Out of every 10 MPs of a cohesive group, one representative will be selected. In this way there will 54 ambassadors. They will decide their common Minimum Programme under the guidance of President of India and other chief unbiased dignitaries like Governors or Chief Justices of states or Chief Justice of India.
Political Parties having more than 10 Ambassadors will form part of core cabinet and political parties having more than 20 or even 15 ambassadors will hold key ministry either singularly or jointly. There will be a consensus Prime Minister who may elect three or five Ambassadors of his choice. In case unanimous PM is not available, rule may be framed before how to select PM to avoid controversy. If needed, there may be provision for two or more PMs representing a group of state they like or they are assigned to.
In no case there should be any special status or place for any group or any political party like opposition benches or ruling party chairs. In the hall of Parliament all MP should behave like ambassadors of the country and they must strive hard to remove the psychology of ruler or opposers in the Parliament.
Mental setting of MP should change and they must take part in all sitting of all sessions. MP remaining absence without real sickness must be punished severely and those MP who remain absent or create problem in the house of Parliament should be barred from contesting election at lest for six years.
Those candidates who do not secure at least five percent of votes polled should be barred from contesting election at least for ten years and those political groups who do not secure at least 10% of votes polled should be forced to contest only state level election.
Whatever may be the decision of experienced, matured and educated experts of the country regarding rule for formation of National government when the mandate is fractured, I am of the view that it must be decided at the earliest after the conduct of election is finished and at least before poll outcome is declared.

Poll package to stimulate economy
There is no doubt that in the process of Parliamentary election an amount of Rs.6000 crores or more will be pumped into the market and traders, workers, and various service providers will be benefited. This is why some person has said that it is as good as stimulus poll package to the economy which is otherwise in the grip of global recession. Many unemployed youths will be getting work for at least 30 to 45 days. Police and army personnel who were having lesser work will now be engaged in duties. Sale in many small shops will increase.
The great disadvantage of the process of election will be as usually borne by transporters and private car owners and indirectly several businessmen, traders and industrialists because many transport vehicles are seized for use in election by government officers as also by political workers. The most painful repercussion of the process will be steep rise in prices of all essential commodities of daily use and also scarcity of many items in want of proper transportation facilities. Blackmarketeers and hoarders will to earn more and more at the cost of poor and middle class families. Work in all offices including banks and insurance companies are hampered and decision on many projects will be delayed because of the election process.
Obviously whereas some person will be getting work and money whereas on the contrary some others will loose significantly in the election process. In result loosers will be more than gainers in the election process.
The most painful disadvantage occurs to those who are sick and are unable to get proper vehicle in proper time to reach proper hospital for proper treatment.
Considerable loss occurs to students of schools and colleges which are closed for accommodating election workers, political workers and for parking various temporary offices either of party or armed forces.
Many examinations are delayed, recruitment process is postponed and many routes are subjected to frequent traffic jams due to frequent forceful political rallies.
